The September 11 attack on the World Trade Center and the Pentagon have highlighted the threat of terrorism. Now, other attacks--biological and chemical, have an increased likelihood. Government agencies, public and private corporations, and the general public are all working to increase our preparedness. Programs to enhance communication and coordination of many community entities in emergency situations are required.
